President Tinubu To Launch Revised Counter-Terrorism Strategy In October.

President Bola Tinubu is set to unveil Nigeria’s revised National Counter-Terrorism Strategy in October, following a comprehensive review to align the nation’s security framework with evolving threats. The announcement was made by Major General Adamu Laka, National Coordinator of the National Counter Terrorism Centre (NCTC), during the third-quarter stakeholders’ meeting of the National Counter-Terrorism Strategy (NACTEST) in Abuja. The revised strategy, now finalised and submitted to National Security Adviser Mallam Nuhu Ribadu for approval, marks a significant milestone in Nigeria’s efforts to combat terrorism and violent extremism.

 

The review process, which began in February 2025, incorporated feedback from a wide range of stakeholders, including ministries, departments, agencies, civil society, the private sector, traditional and religious leaders, and international partners. Commodore Ahmad Madawaki, Director of Policy and Strategy at the NCTC, emphasised that the strategy adopts a “whole-of-government” and “whole-of-society” approach, ensuring a coordinated and community-driven response to security challenges. This inclusive framework aims to enhance interagency collaboration, foster public participation, and align with international best practices, including human rights and gender inclusivity standards.





 

Major General Laka highlighted the strategy’s regional significance, noting Nigeria’s role as a leader in counter-terrorism efforts in West Africa and the Sahel. “The revised strategy provides a roadmap for securing our nation and serves as a model for the subregion,” he stated. The updated framework addresses emerging threats such as cyber-terrorism and incorporates lessons from past operations, aiming to strengthen resilience and adaptability in Nigeria’s complex security environment.

 

The NCTC, established under the Terrorism Prevention and Prohibition Act of 2022, is tasked with coordinating Nigeria’s counter-terrorism efforts. The revised strategy builds on this mandate, emphasising prevention, response, and community engagement. With Nigeria facing persistent security challenges, including terrorism and banditry, the launch of this strategy is seen as a critical step towards fostering a safer nation and region. Stakeholders are optimistic that its implementation will enhance coordination and deliver measurable results in the fight against terrorism.
