House Of Representatives Announces Dates For Nationwide Constitution Review Public Hearings.

The House of Representatives Committee on Constitution Review has revealed a comprehensive schedule for public hearings aimed at amending Nigeria’s 1999 Constitution. The announcement, made by Deputy Speaker and Committee Chairman, Rt. Hon. Benjamin Kalu, marks a significant step towards fostering inclusive constitutional reform across the nation.

 

The public hearings will take place in two phases, covering Nigeria’s six geopolitical zones. The first phase, focusing on the northern zones—North Central, North West, and North East—is set for Friday, July 11 to Sunday, July 13, 2025. The second phase, encompassing the southern zones—South East, South South, and South West—will follow from Friday, July 18 to Sunday, July 20, 2025. These zonal hearings are designed to ensure that citizens from all regions have the opportunity to contribute to the constitutional reform process.





 

A national public hearing will conclude the consultation process on Monday, July 21, 2025, in Abuja, the nation’s capital. This event will bring together stakeholders from across the country to further discuss the proposed amendments.

 

The committee has unveiled a compendium of 86 constitutional amendment bills, grouped into 13 thematic areas, including electoral reforms, judicial reforms, devolution of powers, security and policing, and gender inclusion, among others. Rt. Hon. Kalu emphasised the importance of public participation, urging Nigerians to engage actively in the hearings to ensure the constitution reflects the collective aspirations of the people.

 

To facilitate broader involvement, the committee will also engage with key stakeholders, including the Nigerian Governors’ Forum on July 23, 2025, and the leadership of the 18 registered political parties on July 14, 2025. Additionally, a joint retreat with the Senate Constitution Review Committee and speakers of the 36 state Houses of Assembly is planned for September 25 to 28, 2025, to harmonise the proposed bills.

 

Rt. Hon. Kalu called on all Nigerians to participate in this historic process, stating, “Your input is vital to shaping a constitution that strengthens our democracy and promotes inclusivity.” The committee aims to complete the amendment process by December 2025, with plenary debates scheduled for early October and voting set for October 14, 2025.
