NCC Introduces New Guidelines For Seamless SIM-NIN Linkage

The Nigerian Communications Commission (NCC) has rolled out new regulations to simplify the process of linking Subscriber Identity Module (SIM) cards with National Identity Numbers (NIN).

These rules are designed to enhance SIM registration procedures and address existing challenges while incorporating self-service options.

Outlined in the “Business Rules issued pursuant to the Registration of Communications Subscribers Regulation,” the guidelines support the National Identity Policy for SIM registration introduced in 2022. A key provision mandates the clearing of previously linked NINs from recycled SIM cards, allowing new users to register and link their own NINs without complications.

The updated rules cover a wide range of areas, including the harmonisation of the NIN-SIM registration database, new SIM activation procedures, and detailed guidelines for appointing a Secondary or Operations Telecom Master.





These roles require authorization letters signed by C-Level executives, which must include the registered names, official designations, and NINs of the designated Telecom Masters.

For Machine-to-Machine (M2M) SIM registrations, only the NIN of the Primary Telecom Master is required. The authorization process involves thorough vetting, including the submission of a CSV file listing all associated SIMs, the NINs of secondary users, and other necessary documents like the Certificate of Incorporation and Tax Clearance Certificate.

Foreign nationals residing in Nigeria for over two years are now required to obtain a NIN for SIM registration and Mobile Number Portability (MNP). Those staying for less than two years are exempt from the NIN requirement but must provide their international passport biodata and visa pages for SIM registration. Diplomatic missions must present diplomatic passports and a Letter of Request from the Head of Mission.

The new guidelines also introduce a self-service option to resolve biometric mismatches. This service can only be provided directly by Communications Service Providers and is not available to agents or third parties. The process must adhere to strict standards, including the use of well-lit environments, plain backgrounds for image capture, and management by licensed agents in designated SIM registration centers.

These updates aim to streamline the SIM registration and NIN linkage processes, ensuring compliance and enhancing the efficiency of Nigeria’s telecommunications sector.
