The U.S. Department of State has officially launched its inaugural “Enterprise Artificial Intelligence Strategy FY 2024-2025: Empowering Diplomacy through Responsible AI” (EAIS).
The strategy, signed by Secretary Blinken, signifies a landmark step towards a centralized vision for artificial intelligence (AI) innovation, infrastructure, policy, governance, and culture within the Department.
At a pivotal moment, where the potential of an emerging AI ecosystem holds vast opportunities, the EAIS aims to guide the Department in responsibly and ethically harnessing AI capabilities. The strategy envisions breakthroughs in public diplomacy, language translation, management operations, information dissemination, task automation, and code generation. However, it underscores the importance of ethical considerations, emphasizing the need to protect security, privacy, and prevent biased outcomes that could jeopardize the Department’s mission and values.
Developed by the State Department’s AI leaders and policy experts from over 25 bureaus and offices, the EAIS aligns with the Executive Order on the Safe, Secure, and Trustworthy Development and Use of AI. Its core vision states, “The Department of State will responsibly and securely harness the full capabilities of trustworthy artificial intelligence to advance United States diplomacy and shape the future of statecraft.”
The EAIS outlines four foundational goals to drive the Department’s AI capabilities:
- Leverage Secure AI Infrastructure
- Foster a Culture that Embraces AI Technology
- Ensure AI is Applied Responsibly
- Innovate
Each goal is accompanied by specific objectives reflecting priorities identified by the Department’s AI leaders. The strategy emphasizes the importance of coordination, leadership alignment, financial and technical support, a trained workforce, efficient legal and policy review processes, and a cultural shift within the Department towards data and AI.
Building on the success of the Department’s Enterprise Data Strategy (EDS) and its data campaigns, the EAIS implementation aims to replicate this effective approach.
The campaign mechanism will bring together experts and stakeholders, ensuring that AI development aligns with Department priorities. This focused approach will facilitate the safe deployment and scaling of AI-powered solutions across the Department.
